Neal has 21 years' experience in the recreation industry. Neal has worked with all levels of government and the private sector. After a 21 year career with the Army Neal became a Recreation Planner with the Queensland Government, a Special Project Officer with the Directorate of Sport in Canberra, Sport and Recreation Coordinator with Campbelltown CC, Parks Planner with Parks Victoria, Sport and Recreation Project Manager with Glenorchy CC in Hobart and Recreation & Landscape Planner with Waverley Council in Sydney. Neal is a member of the PLA National Advisory. Neal was the first Australian to receive the Certified Parks & Leisure Professional (CPLP) industry certification from the University of Indiana.


Inherent Occupancy - Social Outcomes from Recreation Infrastructure

In this presentation Neal will consider the difference between generic infrastructure, such as roads, bridges, buildings and recreation infrastructure. Neal will challenge our thinking that there is a difference, a significant difference and it is based on a concept that he is calling Inherent Occupancy. Neal will use this concept to discover what social outcomes society gets from the building of recreation infrastructure. He will present a new way to analyse whether recreation infrastructure should be built, and what benefits individual communities gain from them.
